Volt dischage question

Dischange has the below attributes.

Ability Radius = 4
Damage = 450
Effect Duration = 12
Health = 4000
Power Duration = 4
Power Range = 20

My question is

1. What is that health for?
2. Does Effect duration means how long they get shocked? Wot does Power Duration mean then?

Health -  Damage cap.    If Discharge hits enemy for 4000 hp it will dispel for that enemy.   Weapon damage doesn't count.  I shot dude for 18k and he was still under Discharge after that.     

Effect duration is how long enemies are stunned.  Duration mods affect it. 

And Power duration ( 4 seconds)  is time when enemies dont get any damage from Discharge. Like....Delay.  They get distcarged, wait 4 seconds and only then begin to take damage from it.  Pooop.
