Why console updates slower?

Legal stuff. If you submit an update to any third party (Even phone companies like Apple, Google, Windows, etc.) it takes longer as they have to verify the code is not going to bug their system, take information not required, etc.

 

Since the PC is a direct link to their servers, they can freely do what they want. 

Depending on the company they are dealing with, it can take weeks or month. 

 

Then on top of that, they must port the code if it is incompatible with the language they are using to PSN/Xbox.

The console updates are slower because us PC players are, effectively, bug-testing every single update and hotfix. Between that, the console companies and the limited space a given console model has available, the devs have to space the console updates out a bit more than they do with us. Tradeoffs being that we get Tennogen cosmetics and Steam-secured connections n the like.

Two reasons:

First, The game needs specific console optimisation passes. Both PS4 and XB1 are built to render games, and have specific busses, and memory configs, within the system to streamline this process. The programmers need to take advantage of the specifics of the console to get better performance out of them. This can only happen once the PC code is finalised since that is the lead platform.

Second, Edit your game executable, and you need to re-certify your title for the respective console manufacturer. Sony and MS are quite stingy with ensuring you aren't doing anything wrong with your title. This is likely due to the manner in which the title creates its game environment. The 'cert' process takes an additional week, assuming you pass. If you fail, you correct the issue and re-submit - IIRC, DE only failed once with the XB1 version when it was in its infancy.
