It is quite likely has to do with the popularity and usage of the frame.

It is a waste of resources to design skins for under used frames. 

Both Frost and Chroma are extremely popular. I am sure Mag probably is used by something less than 1% of the player base after her nerf.

They'll make a Mag Deluxe skin when they get a good idea for it. I imagine it's not easy when you have her tennogen skins to compete with

Now, I'm biased - I've got ~750 hours in Mag Prime by my math - but I really don't have any significant complaints about Mag's looks. I don't much care for the default floating shoulders, but they aren't hard to work around.
