Unfortunately, there is no plan to do migrations from consoles to PC.

The opposite is planned (PC to consoles), but no ETA for it to date.

I could be completely wrong but didn't DE say at one point console to pc can't happen because sony/microsoft wont want to give up their data ?

Yes, this seems to be one of the reasons. Maybe it would be technically possible, but would require too much legal work and money for DE. Also, Warframe PC has more items and is a few update ahead. And probably that the data of the accounts are not stored in the same way.
