Rime Vault Cold Proc

The "Freeze" status effect, aka cold proc, was buffed in recent updates.
Its present behavior is to severely reduce mobility for four seconds.

Unfortunately, this also applies to Rime Vault's cold proc.
Rime Vault inflicts a slowdown equivalent to Frost's Freeze for a grand cost of six energy.
(At lowest rank, it inflicts an identical debuff for one energy.)

Consider Rime Vault independently: it is obscenely powerful.
Compare Rime Vault to the other elemental bullet jump mods: it is vastly superior.

Rime Vault should not provide so strong an effect for minimal cost.
Either Rime Vault's cold proc duration should be severely reduced, possibly to one second; or Rime Vault's cold proc effectiveness should be severely reduced, possibly to -0.1 mobility.

What are you talking about?
First of all, there are bullet jump mods for the other base elements. You apparently knew this in your first sentence, but forgot it in the second?

Secondly, Rime Vault is grossly overpowered. Besides providing an extreme debuff at negligible cost, it severely outperforms all comparable mods.
On top of that, it gives backwards incentives concerning fusion.

Don't give me this "Instead of changing one thing to match many things, let's change many things to match one thing" reasoning.

There is no reason for Rime Vault's cold proc to have benefited from the various cold proc buffs.
This is an oversight that has gone unnoticed for far too long.

I agree with this. All the user has to do is simply jump past you and you're almost effectively a sitting duck for the next 4 seconds. Lower the mobility debuff heavily or at least revert the mod's cold proc to it's previous debuff (ie. Slows for a bit, but doesn't affect the mobility stat directly).
