Rush since i only use volt for speed running captures.

Depends on what build you put it on. Rush would help on a Shocking Speed build, Cunning Drift would help on a Capacitance Build.

I have Enemy Sense on every Frame, the added information is just too dang useful.

IMO  Lightning Dash because Volt, ;-)

Sure its more costly than Mobilize as you need to get it to at least Rank 9 to have slightly more value,
But having Volt shed Lightning on a Bullet Jump is just so thematic and fun!

Otherwise, yeah Handspring.

I find Volt makes a very fun melee frame equipped with Shocking Speed and Handspring helps to build on that theme too. Not that getting knocked down and standing up are melee only things, heh, but when you're in the thick of it there's a lot of enemies that like to smack you around (Bombards, Heavy Gunners, Shield Lancers, Ancients, Moas, etc.)
