Riven Mods (again)

For example there's a quest like do a spy mission without setting any alarms (if there is, lol) and I plan to do it on a low level mission, for example Earth Spy missions. Will the outcome of the veiled riven mod be affected by the difficulty of the mission? Or is it pure RNG?

The outcome isn't affected by anything, the mod's contents are decided when you get it (at the end of TWW or in sorties).

All you need to know is that each item has a multiplier, some stats are added (whiting a small range) and then they multiply, either making the stat go lower than the original intended value or higher depending on the weapon it needs to be placed on.

2 stats are bigger than having 3 stats, so more versatility makes the stats lower.

Having a negative in either with 2 or 3 positives will make the positive stats better.
