I seriously doubt you're going to even be using them to do anything other than spin attacks so blood rush and drifting contact are useless.

Are you using the spin wave for damage, or the tonfas themselves?

If you're relying exclusively on the spin wave:

- Get rid of Blood Rush, Relentless Combination, and Drifting Contact. The spin wave isn't affected by the combo counter at all (so even if you had a 5x combo, the spin wave would still do 1x damage), and therefore isn't affected by any combo-counter mods.
- Add some base-damage mods in their place (as opposed to something like elements or Buzz Kill) if you want to increase the slash proc damage. Such as Spoiled Strike and Primed Fury or something.

 

If you're using the tonfas themselves for point-blank damage, though, then your build looks great. Although I'd still recommend:

- Swap out Drifting Contact with Body Count (unless you want to proc elementals as much as possible).
- Swap out Relentless Combination with Condition Overload (unless you're struggling to keep your combo counter up).
