0 Imaru Posted March 1, 2017 Share Posted March 1, 2017 (edited) The higher the mission level, the more mobs will spawn. The more mobs spawn, the more of them can be Prod Crewmen. Just go to higher level missions on Neptune or Pluto and you should have better luck. EDIT: Well I feel like an idiot. Turns out they don't spawn on Neptune or Pluto.
