New exterm's good. Why then, do Juggernaut/Kuva/Spawners add to enemies required?

Kuva Siphon didn't used to add to the counter, Juggernaut etc always have as far as I know.

None of them really have a valid reason any more though. The whole reason it got added to Kuva Siphons was so the mission wouldn't bug out, or at least that was the stated reason. But now that you can have more enemies total than the ones required to kill and extract just fine, why keep this?

I'd really love to have none of the spawners add to the exterminate counter any more, it's an outdated thing with the good changes to Exterminate.
