It's literally nonexistent. Im only posting this here because no one really reads the game bug section about it and I've seen no posts about it. (sorry about post an off topic discussion, I'm just looking for a quicker response and a quick way to fix this.) If noone has the Antiserum on the raid, you reach a blockade and are forced to go to extraction. You can grind for fragments before extracting.
