Octavia's quest requirements

Regarding that quest, are there any mastery or junction requirement for it? 

I run into a mr5 player who was struggling vs the sentient mobs of the first mission. I informed him that even if he completed the quest he could not build octavia and suggested to keep progressing the star map. However what if he managed to kill them (perhaps doable with mags skill damage) and proceed to the later or even the last mission, there he would see massive spoilers from the dialogues and would probably be confused on who is who.

You won't get octavia quest if you haven't completed last gambit.  you can't complete glass gambit if you haven't completed the war within. you can't complete the war within if you have done sedna junction (I think) and the second dream quest. This has nothing to do with mastery.

Uh...You can only begin the quest post-TSD, though.

That doesn't change the fact that an MR5 tenno was trying to do this who had barely 2 frames and no idea what focus or operator are...

So maybe something bugged?

That's not a bug, that's a new player trying to get new stuff and DE not letting those new players know that Sentients are hard to kill without good gear. 

You can start Octavia's quest when you finish TSD, which is an MR 3 quest. 

 

It's also got to do with the fact that this player was likely trying to rush through and get all the strong things without truly playing through the game and having experience using their stuff.

Also this; If he /only/ has /barely/ two frames?  It sounds less like they were playing the game and more like they were being carried through it.

Octavia's anthem requires the Second Dream (which needs Natah and Stolen Dreams to be done) to be completed to actually do the quest.

Then they would need War Within to be completed to actually build Octavia as one of her parts needs kuva.
