Is there a fast way, to get from write-off to partner fast ?

Wear their sigil, get Exp. That's kinda basic, you know...

Nope, just the long way - equip their Sigil, do their missions (and Loka's), collect and hand in Quittances (and Seeds).

It really doesn't take too long, though (if you have a decent MR and thus amount of daily Standing to gain),
I switched from Steel + Suda to Veil + Loka (meaning I didn't even do Perrin missions / equip their Sigil)
and it was far short of an eternity until I had 4 max Rank Syndicates again. *shrug*

You find them in Syndicate missions, equip a Loot Radar Mod (Animal Instinct FTW).

They have the same mini-map markers as Containers so maybe also bring (Vacuum and)
some kind of Container-breaking AoE damage (e.g. Ignis or a max Range Nyx / Valkyr).

It may take some time to get familiar with their possible spawn locations,
