Yes, and no.

It's available early on the current PC event, but isn't in the syndicate reward pool just yet. It will likely arrive on console with Ambulas Reborn unless the devs release it earlier.

I imagine we still will get it during the Operation on Consoles, and then again at a later date-full time.

To answer OP's question, Temporarily Yes on PC,  No on Consoles.
