I'm not sure, but this sounds like it could be tied to the recent addition of captura... the only time I ever encountered film grain was there. I doubt you could fix it by going into captura though, because all the settings get reset to default when you leave... it may also be in some strange corner of the settings screen. I'm not sure tbh.
