We're already kinda there with the Lua Spy vaults, so it's definitely possible. Hearing about the lore in Codex entries and small Quest tidbits is one thing, but actually seeing it with your own eyes would be incredible! For the lore standpoint, no, no time travel, at best a past flashback. As to Lua spy, its generaly considered that those were preserved as a copy in alternate plane of existence in stasis for very long time, like Limbo can do.
