Defection Bug: rare occurence

Now, I don't know if anyone else had this happen to them, but here's what went down:

- 6 (14) squads evacuated

- last two for rotation c reach ship

- randomly would only be counted as one, only when rotation c was about to trigger, leaving the counter at 7 (15)

While this is a minor issue, it can be very annoying when trying to farm for the harrow systems as it requires a third squad for rotation c to trigger.

Note that I experienced this as host and client respectively.

It happens when the squads merge. DE knows about it.
