How to change currency in buying Platinum?

I've been thinking in buying plats on my warframe account but whenever I try to buy plats, there is no currency conversion to my country's currency. 

How do I change the USD to my currency (PhP) Do I have to convert it using the current exchange rate? Also does it charge additional fees from conversion?

And also, whenever I click the change payment options page, they all display the same content without changing on how you pay

(Eg. I clicked on "pay via steam wallet" but still it doesn't change the currency values. [Maybe I got this question wrong but I think steam wallet charges cards differently than buying direct from warframe.com)

Not all online shops show you the price in your currency. But you shouldn't worry about it, the conversion is done automatically by the bank you have your card with if you're paying by card, or by steam if you do decide to pay by means of the steam-wallet.

It should be automatically converted at the time of payment confirmation, but I could be wrong.

I believe it sets currency (and prices) according to your IP. Doubt that you can do anything about it besides using proxy/VPN, and it's possible that Warframe doesn't accept your currency at all. Maybe you should ask the support to make things clear.

Thank you for your replies, but last question. If my friends gift me plat using steam gifting, is it allowed? Just in case my card charges back and I get negative balance.
