Plains are completely empty, and I'm still in exploration mode when leaving Cetus

When I leave Cetus and head into the plains I find myself in a completely empty version of the plains with no enemies or interactables of any kind, and am still in exploration mode, like I was walking around the town, no ability to shoot weapons or use abilities. 

I have no real repro steps, I'm just going through the doors and that's the result I get. 

I have heard from one other person who got the same issue on the discord, they said switching to solo mode resolved the issue for them.

Same bug, walked into the plains. My quest didn't update, no weapons are out and no hostiles.

One note, it still considers me as being in Cetus. Might be a match making issue.

Showstopper bug.

I can confirm that using solo mode does fix the problem.

It wouldn't be so bad if we could get back into cetus but we have to go to the ship and then reload etc.
