Some Much Needed Brief Respite Buffs

Brief respite is currently the only aura mod with a Zenurik polarity, that is not what needs to change, brief respite needs to become worth the forma needed to use it without sacrificing capacity, this is a list of changes to improve it:

increase the base capacity boost to 4, if someone formas a frame's aura slot to Zenurik even though that limits the aura mods that match the polarity to one they should at least get as much capacity as if they had forma'ed the slot to Madurai 

remove the "when overshields are inactive" requirement, this requirement limits the mod's usefulness to "mag in a team with an energy vampire trinity who doesn't have vampire leech"

and the final change is making brief respite work on all instances of energy consumption instead of just ability cast (possibly excluding blade storm or making it only count when marks are consumed)
