Kin is the highest rank. Offerings are there to let you know what you need to farm to get to the next rank. No next rank = no offerings needed = no button. Also, konzu never sold anything so a shop button never existed for him. (Assuming that you meant a shop for offerings) Same thing happens with other syndicates.
