Hello my limbo theorem quest won't give me the next part of the chain after I completed the part for the neuroptics. Not sure how to be more specific than that supposedly I should be headed back to Mars but the location doesn't have the quest.

You are not only one, I fall in this trouble as well. I not have way to get things which were used for building theorem, because of no location, and mission also cannot into next step. Although I got things by trading with orther tenno and built theorem already, but the mission still unwork after it. We need help, or we should waiting for the next updated?

Have just completed the excavation quest on Cambria Earth and have gotten the neuroptics blueprint but it has not given me the next location to continue the quest
Just asked my friend and he suggested making the nero bp if you got it

Yes you have to build the neuroptics and claim (don't use the app for that) to move the quest on.  Same for the chassis and systems.
