Well, think of it in these terms, we at our current level of commercially viable tech can estimate changing Venus within 200 to 500 years give or take (and if the Panama Canal project is any possible model to go by, bank on longer). So by the time that we play in-universe as Warframes, is well after the Orokin reigned and fell. And so it can be surmised that Venus was one of the early targets for expanding into the Solar system, so there's easily way more than say 500 years or so to make significant changes to Venus for what we know it today, and how it can be within the universe of Warframe.
