Low FPS since new pc rig

Hello my friend , Ive such bad performance . Contacted support but they respond so slow . 

my rig - I7 6700, 1060 6g,2x8 DDR4 2133 ( skylake decrased ) , installed on Adata SU800 128g 

Game runs 50-70 on POE in ,,action" and 65-80 in normal missions and its not problem in graphics ( even ultra / or ultra low ) 

Game taking maximums 40% of cpu and gpu usage . 35-40C temps

There is vid , i forgot turn CAM on for fps show but u can see its dropping and at end u can see my settings .  And in left corner Steam FPS shower .  
Any fixes :(

What are you expecting from it? Try V-sync, see if that fixes it, or set an FPS limit.

 

I could not really tell if your FPS was dropping ever. Based on the FPS counter it is, but I did not notice it (might just be a video issue).

vsync ? tbh fun, u think 60 fps is normal with this rig ? even on low , fps limit isnt valid Bcs for what is fpslimit 120when i gettin 60 , and vsync dropping tooto 50 and its unplayable when vsync drop, btw  i dont wanna play on locked 60 frames (if iam supposed to had 120+) and  with sensitivity fu*cked up by vsync . I dunno whats happend to game tbh , tried all tests ,drivers but even . all other games runs extremly good . Waiting for support reply they want some deeper benchs and logs so waiting for review

Try increasing the resolution, and turn off every non essential background task. Since your CPU isn't a K chip, you can't overclock it, but you can check if enhanced turbo is turned on on bios. Also disable C state and eist.
