Subteram
With the Plains having a place in Warframe now and more landscapes to come in the future I think that the larger spaces bring about the opening for an unrepresented role type in Warframe. The rider class. Something along the lines of a frame that can summon a mount or chariot or even a centaur Warframe. Like I said in the title this is just an interesting concept to me and I don't even know if a rider type frame would implement well into the game but if it did I think it could be quite interesting/enjoyable. Just a thought.
Misgenesis
They did throw around the idea of making a four legged warframe sometime ago now. Probably too much work to do in a reasonable time frame.
Agentcheese
As well as your idea people have also suggested ridable kubrows. And even though a bunch of people thought they weren't really needed(because of archwing on the plains) my personal thoughts were "why not?". I like the idea of mounts in general as well as your idea for a mount based warframe. Because (for me anyway) ramming into things and running enemies over is fun! I want that so so much right now... it would be just about as awesome as the flaming death horse you can get from the Red dead redemption DLC "Undead nightmare."
