80% of the collection you amass is useless because mods like ammo drum or hawk-eye are not even Close to viable because all you Need (mandatorily in higher-level Content) is raw damage, or crit on some weapons, saying somebody who doesnt build for damage-Output has the same capabilities as someone who does is plain BS

nekros whole skillset Needs a rework, it is not good if one ability is useless and 2 others are overshadowed by a single ability that pretty much everyone expects you to be spamming 24/7

only it is just numbers going up, if you dont gear for raw damage-Output you can Forget anything above T2, hell, without a high-ranking serration/hornetstrike (which takes Ages to rank, and newbies have to get the mod somewhere first) you cant even Progress in the starchart very far
it is only the damage and multishot mods that Need either Tuning down or go alltogether, and the elemental System of add x% of elemental damage should be changed, too, maybe make it convert a part of the weapon-damage into the element?
however, this is unachievable without Tuning down enemy scaling, and that is not gonna happen because it is the only "challenge" warframe can currently provide us with

your idea would be very, very similar to the quanta, a weapon with a small mag and just the shockring/your bubble-idea would be sufficient without another generic laserbeam as a primary

honestly? no, they should balance weaponry around the current system and basic T4 (not the absurd scaling of endless missions)

you forgot the problem of a rifle multishot mod
it always a big bummer when you shoot 1 bullet instead of 2, especially if your life depends on it
he mentioned it, and also presented the option of having a multishot-mod for bows/snipers only that has 3 ranks with 25% multishot each, so 100% at max rank for reliability

the Problem is that even newer Players have easier methods of getting credits, namely assasinations (reward + 3.5k from blueprint), low dark sector defense or T1 Towers, so right now there is no good reason for alerts to give as low rewards as they do

what is even more disheartening is alerts with <2000 creds popping up on Mercury or venus, those serve no purpose whatsoever, even a new Player would get more out of a single vor-kill on tolstoj

xbox suffers from the same Problem as PS4 though: the updates have to be approved before they drop in order to prevent defects with the console

i agree on reliable critchance 100% as well as on the 100%-doubleshot mod for snipers/bows, both of These weapontypes fill the role of "one shot is enough" (wont say one shot-one kill because punchthrough/ragdoll, but you get the Point), and that is not something RNG should be able to mess with
i do not agree with making the lanka corrosive, basically for the same reason Angelus_de_Mortiel stated above
neither should the lanka be elevated to similar DPS as the vectis simply because it has the merit of high status-Chance with only 1 innate element, allowing for useful elements to be procced consistently as opposed to vectis' slash/Impact/puncture mixup
i am not 100% sure if we should have variable scopes or how they should be implemented, what i do think about scopes though is that they Need to be more accurate: the center-dot of the vectis is so huge you can't see half your target at longer ranges, the other snipers have similar Problems, though to a lesser extent
as for scanner-Vision for the lanka, why the hell not, would Support the punchthrough (on that note: why not give the Helios-sentinel an ability where he gives scanner-Vision while aiming down sights?)

my only gripe with the maturing-time is that the kubrow already looses HP during that time, so he Comes out and here goes the first vial of stabilizer <.<

maybe the corpus put an Embargo on dog-Food and stabilizer trading to weaken our Forces, now we can only get it from the black market for horrendous prices

the Point behind hikou being puncture is that a throwing-star is supposed to stick into a target with one of the blades, the other blades are to Balance it out so it flies steadily
if we really wanted a slash-based throwing-weapon, how about small chakrams?

i like the idea of this
however, your idea of him being a "jump-in-and-burn-stuff" Kind of Frame would require him to have some sort of defensive ability or high base-values for shields/health/armor (possibly the last, seeing as grineer are all armored)
Edit: also, the first skill kinda contradicts your concept of burst-damage if he runs around while doing continuous damage and then does a low-damage Explosion, if you want a gapcloser maybe make it a teleport-to-enemy/Cursor similar to Ashs 3 with an Explosion on Point of departure/Destination?
