Can someone explain how I am supposed to play like this? Ive been messing around in the settings, even disabling all, used the preset for low, med, high. but dark stays dark & light stays extreme light... This kinda annoys me. Does anyone have a solution for this?

Have you tried the brightness and contrast settings?

contrast made it weird, brightness made it even darker/lighter, now I just put on extreme low for bright missions and high for darker, this works... lol

I had similar effects when I played around with the graphics settings myself.

Fixed it when I had it reset to default settings, then only took away the Bloom & effects etc away afterwards.

Best case in terms of visibility tends to be with adaptive exposure + hdr ON, brightness and contrast at 50, and color correction set to OFF. 

There are some quests that mess with lighting for atmospheric purposes; the whole game shouldn't be looking like that.  If changing the settings doesn't work, it may be a bug.  (Try updating drivers?)

Another thing I can think of is graphics card related software "optimizing" settings for the game. So if you have anything like Nvidia GeForge Experience installed check the setting for Warframe there. Sometimes those settings can be a bit over the top with some effects.
