Wrong Dex Anniversary Rewards

From what I understand, the Gifts of the Lotus 'Stolen!' missions are meant to let you obtain previous anniversary items you don't have. And currently that's half-true: I can do a mission to get the Syandana that I missed, and I got the 7th anniversary mail with the newest items in it. But I already have both the Dex blades and the Dex Furis pistols, yet the weapon quest I am being offered is... Dex Furis, not the Dex Sybaris I am actually missing.

I assume this is supposed to be Sybaris and not a duplicate, since the game is usually good about that. Did I misunderstand how these Alerts function, or is this an issue with the mission itself?

Anniversary Alert #1: March 6 at 2 p.m. EST to March 9 at 2 p.m. EDT
Reward: Dex Furis, Weapon Slot and Dex Nouchali Syandana

Anniversary Alert #2: March 13 at 2 p.m. ET to March 16 at 2 p.m. ET
Reward: Dex Dakra, Weapon Slot and Excalibur Dex Skin

Anniversary Alert #3: March 20 at 2 p.m. ET to March 23, 2 p.m. ET
Reward: Dex Sybaris, Weapon Slot and Excalibur Dex Noggle

Anniversary Alert #4: March 27 at 2 p.m. ET to March 30, 2 p.m. ET
Reward: Excalibur Dex in Action Glyph and Liset Dex Skin
