It's a slightly different stat, the "Additional" one means when you gain Combo, you get a chance for a further increase. The negative one means, you have a chance to not gain any Combo at all. Whenever you would normally gain Combo, you now only have a 47% chance for that, and only upon actually gaining Combo, will the 68.4% chance for additional Combo apply.
