It doesn't even crit or scale to even sortie level enemies. https://warframe.fandom.com/wiki/Energy_Channel I suggest that the devs change it to gaining a full 1x combo counter stack per 100 energy used, but you also lose a 1x full combo counter per swing that hits an enemy.
