Crit Vs Elemental

Is weapon with high base damage but low crit better than a weapon with low damage but high crit in end game levels? I'm not referring to a certain weapon but I just want to ask about how important crit is in end game?

Edit : I'm talking about crit chance AND crit damage multiplier.

The build will be based on the weapon, so certain weapons will be crit based, and others will be elemental based.

Crit is completely capable of dealing more damage than elemental builds (or rainbow builds ad they are often referred to), it's just that your damage is taking a chance every time you fire.

Rainbow builds are more reliable.

Crit weapons are more risky, but can be more powerful.
