Primary Frostbite Arcane not working correctly with Frost Abilities

Primary Frostbite is stated to proc from all cold proccing sources, including all weapon types and warframe abilities. However, currently Frost's Avalanche ability does not trigger this Arcane into proccing, despite the fact Avalanche has a 600% status chance of cold proccing an enemy. It should be able to proc 6 stacks of Primary Frostbite, but it gains 0 stacks. 

On top of this, Frost's first ability, Freeze, which also has 600% status chance does trigger the arcane into proccing, but seems to only gain around 0-3 stacks, when it should be gaining 6 with the 600% status chance this ability has. If this Arcane can be touched up a bit to work better with frosts abilities, that would be great.
