No, it simply adds to it.

Judging off of my acrid and Torid, not quite. On those, the base element will only be negated if you add 2 elemental mods and 1 of them deals the same type of damage as the base.

if you add just one elemental mod, then it will combine with the base electrical damage. If you add two they will combine and leave the base elemental damage as it is.

I have Synapse with only Infected Clip elemental, and it does 100% corrosive damage. Not electrical.

 

EDIT: For Alad V boss run I replaced Infected Clip with cold elemental for 100% magnetic damage. Completely melted Zanuka.
