It's the beginning. However mods are dropped from different sources. For example common enemy Grineer Butcher have chance to drop North wind with 0.17% chance. To get that mod from Butcher you would need like 603 kills. Butchers (different version as well) appear at lots of levels (even 100+). So your chance of getting some "trash" mods are high. You get such mods but you can sell them for Endo or Credits. When I sell some copies from time to time I get enough endo to fully upgrade 1 mod (in thousands of Endo).
