Changes to passive mobility buffs from melee weapons

We have quite a few melee weapons that provide mobility bonuses. For example, daggers and sparring give movement speed, but they only give a buff when the weapon itself is in the hands AKA melee mode.
At the same time, some mobility buffs work passively simply from weapons in loadout. For example, telos boltace, ruvox, praedos or incarnon form buffs give the buff regardless of whether the weapon is held.
Also, buffs that do not require melee mode are often bigger. I think it’s worth at least making all that buffs not require melee mode, or vice versa, or making all buffs passive, but so that they increase from melee mode.

Similarly, the Rakta Dark Dagger makes you less easily detected, but only for a short duration after equipping it... seems weird that this isn't just a passive effect. It's not like the Rakta Dark Dagger is a passable melee weapon on it's own merit, so there's really no reason to not have the passive actually be useful.

In either case, you have clear winners anyway. Requiring all weapons to be held for their bonus renders them all irrelevant to slot to be quite honest, given how dead melee is compared to AoE primary and secondary options with the exception of weapons like Glaives or Exodia Contagion Zaws.

If they are all passive, nothing is overtaking Praedos.
