All Heart of Deimos set up was that's things in-universe can break transference, rendering a WF useless as they can not be controlled by the operator.

He does know of Warframes though, he's friends with Dante. Maybe he might not know the Tenno, but he also doesn't know that the Operator in the Kalymos Sequence was referring to the Tenno, meaning that Loid doesn't know (and maybe he doesn't need to know) the details of the Kalymos Sequence. On the other hand, Albrecht knew about the Tenno, and mentioned the Tenno in his message to them. So Loid might not even know what's the right time, he only knew to prepare a way to travel back to 1999. So baby warframe might be the key, speculation of course.

It goes beyond that. It isnt just about tech or no tech, it is about how advanced the Orokin tech was. The Dax share the idea of basic tech with Warframes, as the lore implies going back to "gun and blade". So if the Warframe tech was just regular tech, it would be very advanced aswell.

Like how we make our weapons elemental. Something similar to how Hystrix works probably, with on the fly modification settings.

We still control the frame during that period in HoD. Orphix Venom and later on AoZ showed us things that can shut down transference.
