Terrible Game Performance

The game has been running terribly lately, avg. around 10-20 fps.  I have a reasonably powerful PC and am confused about why Warframe runs so badly.  Here are my specs:

 

Windows 7 Ultimate (*64bit)

Intel i5 3570k 3.4Ghz

MSI GTX 660Ti Power Edition

8GB Corsair Vengeance RAM

 

I've tried literally everything: tuned down all graphics settings, redownload drivers, turned off multithread rendering, DX11, nothing has worked.  I can run Crysis and other demanding games on Ultra with no FPS lag.  Someone please help :L

That is very confusing. It might be something you should contact support about; make sure you send them a copy of your dxdiag.txt file.

I've been noticing this as well, I have the fps counter on and the fps stays at a constant 59-60 yet it feels like fps will drop to 30 or something.

Okay so the thing is, Warframe runs a lot better, was avg. 20-30 in windowed, but still managed to get a screenshot of the lag.  The weird thing is that during the major fps lag, the GPU load doesn't increase very much.  In fact it never rose above 12%, so I'm stumped.

The dropdown list at the bottom-left of GPU-Z, is there anything else selectable in it?
