Arsenal Ui Should Show Partial/full Stats For Charge-Type Weapons

For weapons that have charge triggers and can be fired with partial or full charges, the arsenal should show us both the minimum and maximum performance of the weapon.

Agreed here.  That would help solve some unknowns with those weapons, and give people a better indicator of what sort of damage is done when.  It's inconsistent right now, for example the Opticor shows uncharged only while the Paris shows charged only.
