Garuger
Well that is called bad optimization so it not your fault but get a better cpu regardles XD Edited December 23, 2014 by Garuger
Helleborr
Some games are more CPU-intensive, for instance Cryengine games are notorious for being so. Evolution is not as gluttonous as those, but it also relies on CPU a lot (apparently) so this is probably what causes your low fps.
Rydian
What's the game's CPU usage when it's being slow?
Shifted
Isn't that CPU an antique? I recall having an E7200 in my OLD pc, and I'm already aiming for a new one.. Your GPU is good, replace everything else and your fps will fly. Edited December 23, 2014 by Shifted

Rhundis
I had a decent HDD at one point and my load times / FPS was phenomenal, however, I must have gotten a bad batch because it eventually started creating errors in it and I had to replace it. I got a more stable HDD, but it's got a slower read write rate, so my load times and FPS have dropped a bit since then. Morale of this story? Sometimes it's not just your cpu or gpu but could be your HDD. Edited December 27, 2014 by Rhundis
