I ran it 7 times and grineer showed up literally every time. May be a bug with Europa somehow as I have not seen it occur anywhere else (and I played a fair amount to get another copy of the event mods). This sounds good on paper, but in reality it would prove too difficult to manage and people would complain that the Grineer cost them missions.
