He was around before the What Stalker pack, but honestly pretty rarely, and there wasn't much mention of him during the first encounters in game (nothing in patch notes). It wasn't until I'd say U9? with the What Stalker pack where he got his own armaments and traditional introduction with boss revenge mechanics. They didn't 'announce' him per se, but 7.1 hotfix notes had - Fix Stalker attacking low level players - Fix Stalker attacking Defense object I first saw him the next day.
