Yes you can, stalking Noa from a phone is very possible and easy to do! I guess the middle of the woods work better than the middle of the desert or an underground system of caves and tunnels. Spawns like Manics put a lot more often. It a quite fun enemy to fight now, kinda, unless you get many and you have to fight. And there is a chance you are asked to hunt down Bursas for Inaros.
