According to the article, it wont be based off the video games and will instead be based off the original series of books. It's planned to tell the origins of the series and to act as the very beginning of it all. And also he is the one who did the Witcher cinematic cut scenes. And about Cyberpunk - there was inside joke that because it will be ~5x bigger than Witcher projects, CD-Projekt Red wants to end the works till 2077.
