If you want to half the reload time, you'll need +100% reload speed which is the double of the normal speed. Modified reload time is: T*(1/S) where T is the base time and S is the speed you reload at. With a base reload time of 3 seconds, and reloading at a rate of 1.5, you get 3*(1/1.5) = 2 seconds. Primed fast hands is pretty crappy really. It has always been my opinion that reload speed mods should be 10% speed per rank, meaning your rank 9 would halve the reload time which is what you expected it to do (and a fully ranked one would reduce it by slightly more than half). This would justify the mountain of credits and cores you would need to spend on the mod, not to mention its 12 point fitting cost. Because it would potentially lead to stacking problems. Let us suppose that it were possible to get -80% reload time. For one thing, now every gun reloads in less than half a second; most reload in less than a quarter of a second. Reloading basically doesn't even exist anymore. Carry it even further: suppose some new ability gave a -25% reload time on top of that. Now the total reload bonus is -105%.....You wut mate? Does that mean the gun rewinds time when you reload? Does it reload in a single frame? Do you even SEE it reload?? Wierdness. Versus, +50% speed, +100% speed, +150% speed, it all makes a very nice logical progression.
