Yeah it's tough to get it, however the drop rate is the same no matter where you go (all rare mods have a 2.5% chance to drop), so it's better to go to the easiest place to farm. I personally think it's Alad V, although some people favor Survival since you can pick up other decent mods from there as well. EDIT: Would recommend Survival over Alad as rare mods seem to have a higher base drop chance as rewards than as enemy drops.
