Yes, depending on what you are trying to build.

No, depending on what you are trying to build....

Example;

RJ excaliber, doesnt need duration, but does need range, and some efficiency. Maxing Transient takes away duration and increases strength, and having Fleeting Expertise maxed retains the efficiency lost from Blind Rage...

Something to be aware of though, the max efficiency is 175%, a maxed streamline, and rank 4/5 Fleeting will accomplish this, but a full rank Fleeting will go over the 175% cap, which will not help at all and take more mod capacity up.

Does that mean if you need both of the stats on the mod, don't max it?

BR - > absolutely no :D

NM- yes ,if you want to maximize duration (or make EB/hysteria drain slower)

FE - Depends... You may use in your build only maxed FE or combined FE(30-50)+Streamline(15-30), depends , do you need duration for your build or not , i have 3 different FE :D

TF -> I maxed this thing for some frames .

the ideal in the end would be:

have a copy at 4/10,6/10,8/10.

and then one at 10/10 presumably - however the vast majority of the Fusion Cost is at the last Rank, so 9/10 is very close but a lot easier to achieve. if you're not someone that has nothing better to do than upgrade Mods as a Player, 9/10 is a lot more practical until you have enough resources to consider investing into that last few percent.

for better or for worse, the first 8 Ranks on a 10 Rank Mod really don't cost much to upgrade, so having extra copies of Mods isn't the end of the world as long as you can get the Mod.

Yeah basically, but like, only the corrupted mods have the positive and negative effect on them. Again, this is why I say it depends on the build you are going for.

Another example would be Nova.

Speed nova needs reduced power strength, the only way to reduce power strength is with the corrupted mods. I forget what the exact number of str reduction is, but it should require maxing the corrupted mod all the way.

Another person in this thread pointed out that the cost of maxing a mod, VS the gain, isnt really worth it unless yu have the extra time/cores for it. They're absolutely right.
