Weird symbol things in loading screen?

I was going to relay to sell some prime gear and the screen kinda got a static look to it and half a window popped up with weird red writing on it. What is this? it's not the first time i saw it. I googled it and found multiple topic on this like a year or two ago but no one was helpful. Does anyone know what it is yet?

It wasn't around a year or two ago, so that might be why those topics weren't helpful. It's a message that started appearing after U17. As @xxcib21xx mentioned, it's a reference to the Second Dream quest.
