Is modding the files considered against ToS?

I had an idea at first, if you could unpack the sound package file and replace the Grineer/Corpus dialogue with a custom english dubbed by voice actors would this be considered hacking the game and could result your account banned?

Yes, it could be considered hacking.  For example, replace the rare container sound with one someone shouting "rare container here", and it's clearly a cheat.

Aye.   But it's just a general example of how sound modding could lead to an unfair advantage, and is thus disallowed entirely.

Modding the game is against the rules and can lead to your account being banned from the game.

It is better to not risk it.
