Energy Vampire Build/Guide

I see a lot of demand for an energy vampire (ev) trinity. I'm guessing positive power efficiency and negative power duration is the way to go? 

Any tips/tricks/build ideas?

I was under the impression that most people wanted it to "tick"  faster.

Well sure, -Duration is great, I just found it not worth mentioning since
max (ignoring Drift Mods) Strength and Efficiency will give you all the -Duration you can get :P
