Well I'm guessing you're asking if it's vaiable to use a crit build over elemental mods and yes it is perfectly fine it's just better to have them if you can

no, it just won't do elemental damage which can cripple your total DPS depending on the faction you're fighting since most have a severe weakness to a certain element.

I just run a raw Impact build on my War and it kills things just fine to 100+ it's just probably not as good as it could be

Elemental Damage, if it can use it, is upwards of 90%+ of the total Damage of a Weapon.
'Physical only' is somewhat viable on Melee Weapons nowadays, but, only if you're using Blood Rush + Body Count.

it is highly recommended that you use Elemental Mods, infact even if you use the wrong Elementals vs Enemies, it's still a large net gain.
